To The Leader

“From Houston to Baton Rouge – major chemical and refining incidents are occurring more frequently. In addition, elevated benzene levels have been reported in Southeast Texas and Houston over the last year. This is unacceptable.  While accidents do occur, it is critical that the industry be accountable and held to the highest standard of compliance. We must identify how these events could have been prevented and take legislative action to ensure all plants and refineries are following the necessary procedures to ensure the safety of their workers and the citizens that live in the surrounding communities.

Over the last two and a half months, I have been in contact with the Texas Commission on Environmental Quality and the Office of the Governor in response to incidents that have occurred in Southeast Texas including the explosion in Port Neches on November 27, 2019. Individuals impacted by the event who feel the TPC claim process has not been beneficial have the option to file with their homeowner’s insurance. I also recommend a thorough home inspection by a qualified third party and consultation with legal counsel.”

Representative Phelan (R-Beaumont) is serving his third term in the Texas House of Representatives. He serves House District 21, representing both Jefferson and Orange Counties.

He serves as the Chairman of the House Committee on State Affairs.
