Former Orangeite retires after 34 years of service

James E. Hayes, Jr., a civilian working for the Army and Federal Government with the United States Army Medical Materiel Agency is retiring after 34 years of service on July 31, 2019.

Hayes, originally from Orange and now of Fort Derrick, Maryland, served in the United States Army from July 1986 – July 2009, before becoming a Supervisory Equipment Specialist.

Mr. James E. Hayes, Jr. provided over thirty-four years of exemplary service advancing through various positions of increasing responsibility, scope, and complexity. His outstanding leadership, focused vision, and superior expertise in medical logistics vastly contributed to the successful completion of numerous Medical Materiel Fielding and Maintenance programs,” according to his bio provided by United States Army Medical Materiel Agency.

As a Senior Maintenance Officer and Combat Developer for the Army Medical Department Center and School (AMEDDC&S), Hayes provided medical maintenance requirements, research, and guidance pertaining to combat healthcare logistics sustainment for current and future force operations. 

Throughout the Global War on Terror, Hayes served as a Senior Staff Officer for US Army Medical Materiel Center-Southwest Asia (USAMMC-SWA). His expertise in joint sustainment maintenance and equipment supportability directly contributed to the success of joint service contingency operations carried out during Operation Enduring Freedom (OEF) and Operation Iraqi Freedom (OIF) conflicts. 

In his capacity as Senior Maintenance Staff Officer for the only Medical Logistics Management Center in the US Army, Hayes provided centralized medical equipment management to forces conducting joint and simultaneous full-spectrum operations. He additionally established strategic managerial oversight over all theater medical maintenance programs, medical equipment, and total strategic-to-tactical asset visibility during split-base operations. 

In contribution to Army Service Component Command and joint operations requirements, Hayes provided technical management planning, coordination, and direction for implementation of all medical maintenance services. 

Since July 2009, Hayes has served in his current role as Chief, US Army Medical Materiel Agency, Medical Maintenance Operations Division (USAMMA, MMOD). In concert with his primary duties as Chief, MMOD, Hayes leveraged his systems expertise to standardize maintenance-management system configuration and business process solutions; efforts that, in turn, have led to increased use of information systems by Operating Force (OF) medical units. As a principal contributor of a Tri-Service support team, he collaboratively authored, staffed, and published a DoD Equipment Technology and Medical Maintenance Management Functional Capabilities Document detailing essential requirements of the future maintenance information system. 

Hayes worked tirelessly to transform USAMMA MMOD into a world-class maintenance facility by training, leading, and motivating his staff to improve product quality and throughput. His actions increased both customer satisfaction and clinician access to immediately deployable, Fully Mission Capable (FMC) medical equipment assets. Leadership and hard work exhibited by Mr. Hayes spearheaded global recognition of the MMOD as an ISO 9001-2015 registered activity. Throughout his remarkable career, Hayes supported conflicts and deployments in Panama, Somalia, Kuwait, Afghanistan, and Iraq with an emphasized focus on our nation’s Warfighters, patients, and clinicians. 

As a Health Services Maintenance Technician expert, he exercised leadership, intense professionalism, and a total commitment to mission cultivating proficiency among his peers, subordinates, and superiors while establishing a lasting legacy of responsive, quality-centric healthcare technology support solutions for the USAMMA, Army Medical Department, and Soldier.
