Attorney General Ken Paxton needs your help to find Child Support Evader McKinley Arthur, one of the Most Wanted Child Support Evaders in Texas. Arthur, who was named a Child Support Evader in 2015, owes more than $47,000 for his son’s care. Arthur has gone underground to elude officials and willfully avoid arrest.

In 1997, Arthur was ordered to pay $175 per month in child support. Arthur, who had the ability to make his payments, did not follow the court’s order to support his child financially. By 2015, he owed $47,722 in unpaid child support.

Arthur was given many opportunities to pay what he owed. When Arthur failed to appear at a compliance hearing to monitor his payment of child support, an arrest warrant was issued. Arthur is now wanted on civil charges for failure to pay court ordered child support, and could serve 180 days in jail.

Arthur has not made regular child support payments in more than 10 years. By refusing to provide the financial resources that his son needs, Arthur has turned his back on his child and violated the law. A combination of missed payments and interest that accrues on unpaid child support adds up to more than $47,000 in unpaid child support Arthur now owes.

Investigators from the Attorney General’s Office believe Arthur is in the Houston area, but he is avoiding authorities who attempt to arrest him on the child support warrant.

For a parent to be named as a Most Wanted Child Support Evader:

• Court-ordered delinquent support must be in excess of $5,000
• Arrest warrant must have been issued for nonsupport
• The parent is avoiding apprehension
• Parent has not paid regularly in the last six months
• Noncustodial parent must not be involved in bankruptcy proceedings
• Noncustodial parent must not be receiving welfare benefits
• A photograph must be available

In order to make child support information public, the custodial parent must sign a confidentiality waiver.
