Joe Will Retires

ORANGE — City of Orange Parks Manager Joe Will talks with Kerry Kittrell, former city secretary, during a reception in honor of Will’s retirement. The reception was held Thursday at the City of Orange Public Library. The event was standing room only, with people standing outside the meeting room waiting to  congratulate Will.
