HOUSTON — Houston's school district has cancelled afterschool activities as inches of rain fell on the city hours before Halloween trick-or-treating was set to begin.
Houston and the surrounding low-lying areas were under a flash flood warning until after midnight Friday. The National Weather Service also issued a river flood warning for the area.
The Houston Independent School District says all afterschool activities on Thursday, including sporting events, have been cancelled.
Some side streets and roads had high water by midday, though no flooding had been reported.
The rain would normally bring welcome relief after years of severe drought. But though some forecasts said the rain would clear out by evening, flooded roads could wash out Halloween and trick-or-treating in many parts of southeast Texas, including Houston.
