Man, woman arrested for sexual assault of 9 yr. old boy

LAKE CHARLES, La. — A registered sex offender is arrested for Aggravated Rape and Failure to Register as a Sex Offender after Lake Charles Police investigate the sexual assault of a 9 year old male victim.

Lake Charles Police Officers responded to the sexual assault on June 15, 2013.

Detective Jeffery Atkinson was assigned the case for follow up investigation and learned the victim visited a residence in the 2800 block of Church Street where Ryan Garcia, 47 and an acquaintance of the victim's mother, and Olivia Obrien, 19, resided. Through the course of the investigation, it was learned the victim was forced to participate in sexual activity with Garcia and Obrien.

The victim was advised by Garcia not to tell anyone or he would receive physical harm.

Garcia is a registered sex offender and it was also discovered through the investigation that Garcia had not met his requirements for registering.

Garcia was arrested for Aggravated Rape and Failure to Register as a Sex Offender. Bond has been set at $600,000.

Obrien was arrested for Aggravated Rape. Bond was set at $260,000.

Both subjects were also charged with Indecent Behavior with a Juvenile and are currently incarcerated in the Calcasieu Parish Jail.  Detective Jeff Atkinson is the lead Detective for this case.
