VIDEO: April proclaimed Confederate History and Heritage Month in Orange County

ORANGE — The Sons of Confederate Veterans (SCV) made the request to Orange County Commissioners Court to proclaim the month of April as Confederate History and Heritage Month on Monday.

The request for the proclamation is an annual request by the organization.

Granvel Block, a member of the SCV, made the request for the proclamation and is the one who obtained a permit from the City of Orange for the Confederate Flag Memorial.

Block was not present to accept the proclamation. Allen Connel accepted the proclamation.

Connel said Block asked him to accept in his place because Block had to work Monday.

Several citizens were present to express their views concerning the proclamation and the Confederate Memorial Park under construction.

Leslie Barras spoke to the court during the citizen’s comment section stating her concern for the park and volunteered to draft a resolution denounce the Confederate Flag Memorial.

“We already have Dick Dowling Park for educational tools to show both sides,” Barras said.

She also gave the commissioners CDs of an interview conducted with Granvel Block in 2011.

City of Orange Councilmember Annette Pernell also spoke to the court.

“It is about respect and disrespect,” Pernell said. “Every action causes a reaction. I believe this is the ninth year this proclamation has been granted. This morning is the first I get an e-mail about it.”

County Judge Carl Thibodeaux reminded everyone that it was not a public hearing.

“We are not permitted to discuss items not on the agenda,” Thibodeaux said.

Texas Open Meetings Act does not allow the court to respond to items not on the agenda.

Addy Allen told the court that she needed to tell them how she felt.

“I am insulted,” Allen said. “I ask the court to recognize the issue. Do not look at one side of the issue.”

The court promoted Donna Minter as new Director to the Transportation Department. The position was opened by the retirement of Paula Anders Friday, March 29.

Thibodeaux said that Orange County is to testify on the Emergency Services District (EDC) bill 1:30 p.m. Wednesday in Austin.

The bill concerns allowing elections for board members instead of being appointed.

A public notice for a mass gathering permit to the Mauriceville Crawfish Festival is 10 a.m. Tuesday in the Orange County Commissioners Courtroom.
