City, Phelan Investments to meet quarterly

PINEHURST — Phelan Investments claims it is as concerned as the city about vacant commercial buildings.

City Administrator Joe Parkhurst and Code Enforcer Harry Vine met with a representative of Phelan Investments recently.

Parkhurst said a grocery chain which considered opening a new location has put those plans on hold for now.

Eric Meadows of Phelan Investments suggested meeting with the city quarterly according to Parkhurst during a report given during the 8:30 a.m. Tuesday meeting.

A visitor suggested banning smoking at local restaurants at a previous council meeting.

“I personally try to go where there is no smoking,” Councilman Dan Mohon said. “WE have to ask how much government is too much government. We infringe on smokers rights and smokers infringe on non-smokers rights. It is a tough call.”

Councilman Dan Barclay said it was a matter for restaurant owners to decide.

“It is not our job to ban that,” Barclay said. “Or large drinks either.”

Barclay also said he has been in restaurants with smoking areas and not smelled the order of cigarettes. He also said he has left restaurants due to smelling cigarette smoke.

Only one restaurant in Pinehurst permits smoking.

The new storm water regulations will cost the city of Pinehurst $13,000 next year in permit and legal fees if it joins the coalition of cities designed to help share the costs of the unfunded mandate.

“Everyone (of the cities) will pay the same,” Parkhurst said. “West Orange and Pinehurst do not agree or think it is fair.”

The regulations were for cities with populations of 100,000 or more. It now affects cities touching the borders of a city that size.

“It is just another permit to be issued,” Parkhurst said.

Parkhurst also said that Bridge City appeared to be in the process of fighting the regulations.
