Trash trial surveys in

PINEHURST — Survey results are in concerning the pilot collection system program.

The pilot program, suggested in March,  would change the waste collection from twice a week to once a week, with Republic Services supplying the 95 galloon waste containers. A second container can be rented for $5.

The current system requires a 3-man crew for collections and the cart system could use a 1-man crew with collections only being once a week.

Republic Services/Allied Waste suggested a pilot program for a six-week period to allow citizens an opportunity to see how the services will affect residents. There are 664 residential homes in Pinehurst and 10% were asked to participate in the pilot program.

Residents on Nightingale and Camelot Street were asked to participate in the trial.

“We got some good comments on it,” City Administrator Joe Parkhurst said. “But then we sent out the survey.”

Parkhurst said originally the citizens did not have to place the trash receptacle bins on just one side of the street but could place them directly in front of their residence.

The objections arose over the issue of having to place the waste in front of a neighbors house or having the neighbor place a bin in front of the citizens house.

“There were overwhelming objections,” Parkhurst said.

Parkhurst also said residents were not pleased that cardboard boxes or bags placed next  to the bin were left behind.

Over the next three years, Pinehurst is schedule for significant increase in the price of service. This year the city is paying $12,000 with an increase to $12,500 in October 2013.

Republic Services/Allied Waste worked with the city and agreed to increase the rate over time because the city was not paying a fair rate comparable to service routes in the surrounding areas. The rate was implemented two years ago according to a previously published Orange Leader article.

Republic Services/Allied Waste is expected to present a proposal at the Tuesday, Sept. 10, morning meeting.
