West Orange Council votes no for supporting housing developers

WEST ORANGE — City council voted no for a resolution supporting ITEX Developers, LLC which intends to apply for housing tax credits for Whispering Oaks, the fourth development mention in an introduction section of a Memorandum of Understanding for The Housing Authority of the city of Orange and ITEX Developers, LLC executed January 15, 2013, to be effective as of April 21, 2009.

A consultant for ITEX, Don Ball, said the project had hopes of acquiring more property for the development which current has twenty units.

Mayor Roy McDonald asked about the screening process for residents.

“Historically speaking, these places have increase drug and alcohol activity and increase police calls,” McDonald said during the Monday evening meeting.

Ball assured the council the screening process would not allow any one with a felony, drug record or pedophile to reside at the location.

“They are also screened character wise as well,” Ball said. “We talk with previous landlords as well.”

Ball said the house rules for the development is stricter than what the government requires.

The complex would be classified as a working development, meaning the resident must be employed with a minimum income of approximately $11,900 to be considered. The units would  use type 7 or 9 vouchers. These vouchers are different from the ones for the Author Robison II development which will use Section 8 vouchers according to Ball.

Ball said the Housing Authority Orange wants to demolish the buildings currently located on Memphis Street in West Orange and rebuild 70 units. Twenty-eight of the units would be voucher based with the remaining as full market value.

“This would be comparable to Cypress Crossing located at 87 and 105,” Ball said. “It is fully rented.”

Council members Charles Winter, Mike Shugart Sr. and Dale Dardeau voted no.

Council member Shirley Bonnin did not vote and Mike Trahan was not present.
